Kelly Harper currently serves as a Lead Grants Management Specialist at the Advanced Research Projects Agency - Energy (ARPA-E) where she performs full life cycle administration of cooperative agreements as well as other financial assistance and acquisition awards. Prior to joining ARPA-E, Harper worked at YRCI, where she supported the Department of Energy as a Grants and Agreements Specialist. There, she was responsible for reviewing, evaluating, and negotiating cooperative agreement and grant applications in accordance with federal regulations. 

Harper earned an MBA from Strayer University and also holds a B.S. in Management from Morgan State University.
