WHAT IS SCALEUP?

The Seeding Critical Advances for Leading Energy technologies with Untapped Potential (SCALEUP) program builds from ARPA-E’s primary research and development (R&D) focus to support the scaling of high-risk and potentially disruptive new technologies across the full spectrum of energy applications. The ARPA-E SCALEUP Funding Opportunity Announcement (FOA) is a means to address promising energy technologies that require scale-up or pre-pilot projects to enable a path to market and ultimately lead to realized commercial impact.

WHAT TYPES OF PROJECTS WILL SCALEUP FUND?

The desire is to fund successful ARPA-E awarded technologies for which the proof-of-concept R&D challenges have been addressed, and which can establish real-world impact through scaling. Finalists selected for SCALEUP will demonstrate a path to market and be well-positioned for investment from the private sector (venture, strategic, philanthropic, internal, etc.).

AM I ELIGIBLE FOR THE SCALEUP PROGRAM?

A broad variety of projects will be welcome, however to be eligible for SCALEUP funds, projects must be based upon inventions that were conceived through a prior ARPA-E award (“subject inventions”) with the intent to advance the innovative results to practical application. This FOA is open to the following Applicants:

o   Current and former ARPA-E awardees that own/control subject invention(s) arising from their ARPA-E award(s), with the partial exception below;

o   Entities that are licensees of subject invention(s) arising from any ARPA-E award(s); or

o   Consortia – that have title to or are licensees of subject invention(s) arising from an ARPA-E award:

- Must include one or more U.S. businesses; and

- May include for‐profit entities, educational institutions, and nonprofits that are incorporated in the United States, including U.S. territories, and FFRDCs/DOE Laboratories.

- Partial Exception: Institutions of Higher Education (IHE) and FFRDCs/DOE Laboratories may participate as sub-recipients or members of Consortia.

In addition, ARPA-E has reduced the cost share obligations for SCALEUP awardees in order to widen the field of eligible applicants for the program. Whereas the original cost share requirement was 50%, with a reduced option of 30% for qualified small businesses, the new requirement is 33.33% with a reduced option of 20% for qualified small businesses. As such, ARPA-E reopened the preliminary application period. Preliminary applications are due to ARPA-E eXCHANGE by May 7, 2020.

HOW WILL ARPA-E SELECT AWARDEES?

The ARPA-E SCALEUP FOA award selection process consists of three phases:

  1. Preliminary Application submissions, resulting in selection of Semi-Finalists;
  2. Semi-Finalists who will be invited to submit Full Applications, resulting in selection of Finalists;
  3. Finalists, who will be invited to provide Oral Presentations, leading to award selections.

IS SCALEUP FOR ME?

As a reminder, the deadline to submit a Preliminary Application has been reopened. Revised and new applications are due to ARPA-E eXCHANGE by May 7, 2020.

ARE THERE PARTNERING REQUIREMENTS?

Applicants to the SCALEUP FOA must propose at least one Commercialization Partner. Commercialization Partners may include potential customers, end-users, suppliers, corporate investors, manufacturers, and distributors, etc. It is preferable for Applicants to have at least one Commercialization Partner that represents the viewpoint and needs of the target customer to help ensure market adoption for the technology after the completion of the SCALEUP project.

In addition, Financial Partners, which may include venture capitalists, accelerators/incubators, angel/impact investors, etc. are optional, and hence not a requirement of the SCALEUP FOA; however, their inclusion by an Applicant will be considered in the selection process.

WHAT IS THE SCALEUP LAUNCH PAD?

ARPA-E provides increased virtual content on SCALEUP program semi-finalists via the public SCALEUP Launch Pad website:

  • The SCALEUP Launch Pad will provide investors, industry, manufacturers, and other potential partners the opportunity to hear 5-7 minute recorded pitches from the selected SCALEUP Semi-Finalists. Information on the teams, companies, partnering status, as well as their technology and project proposals is provided to help facilitate partnerships with Semi-Finalists.
