When a Federally Funded Research and Development Center (FFRDC) or Government-owned Government-operated laboratory (GOGO) is the lead organization for a Project Team, ARPA-E executes a funding agreement directly with the FFRDC or GOGO and a single, separate Cooperative Agreement with the rest of the Project Team. Notwithstanding the use of multiple agreements, the FFRDC or GOGO is the lead organization for the entire project, including all work performed by the FFRDC or GOGO and the rest of the Project Team.
When a FFRDC or GOGO is a member of a Project Team, ARPA-E executes a funding agreement directly with the FFRDC or GOGO and a single, separate Cooperative Agreement with the rest of the Project Team. Notwithstanding the use of multiple agreements, the Prime Recipient under the Cooperative Agreement is the lead organization for the entire project, including all work performed by the FFRDC or GOGO and the rest of the Project Team.
- Work Authorization - A funding vehicle used when a Federally Funded Research and Development Center (FFRDC) on a project team is a DOE lab. The Work Authorization is executed directly with the DOE lab separate from the Cooperative Agreement that is executed with the other team members.
- Inter-Agency Agreement (IAA) - An agreement between two Government Agencies (not to include DOE National Labs). When a Lab (non-DOE) is a member of the Project Team, ARPA-E is able to execute an IAA directly with the non-DOE National Lab entity. A single, separate Cooperative Agreement will be executed with the other entity(s) in the Project Team.
- Cooperative Research and Development Agreement (CRADA) - An agreement executed between a non-federal entity (i.e. private industry/academia) and a Federal Laboratory. All of the federal funds will go to the Prime Recipient and the Prime Recipient is responsible for providing the allocated funds to the sub-recipient (lab).
